You don't want to be spraying neem on your buds.
Those are too big for mite eggs in my experience and I've rarely found them anywhere other than the undersides of the leaves.
Have you spotted any adult mites anywhere?
Make sure you have an enemy to target before firing a shot that may do more damage than good is the first rule of war.
Get a cheap scope around 30X at least to examine the leaves top and bottom. I can spot mites with my reading glasses and confirm them with my little 10X loupe or use the Radio Shack 30X scope to get a better look. That cost me all of $13 about 16 years ago. I got mites, thripa and aphids on some plants a buddy gave me last week that I need to deal with. They are half-assed flowering with buds smaller than yours so I'll be using Safer's End-All II with some neem to get rid of them. Good spray down 3 days apart for 3 or 4 treatments always does the trick.
