Tax cuts are not socialist, but taxing people like my parents, and giving a huge tax break to people who don't need it is.

Taxes are in their very essence Socialist, because even when they are not used to "redistribute" the wealth they do just that by transferring it from the pockets of those that pay them to the pockets of politicians and bureaucrats.
It is not socialist to cut taxes, and obviously, any across the board tax cut is going to give more money to the people that pay more taxes. Common sense, please exercise it a little.
Obviously if there's a 33% effective tax rate then the person that's making $30,000 a year is going to pay $10,000, and the person making $100,000 is going to pay $33,000, so if taxes are cut 1% the person making $30,000 is going to see only a $300 cut, and the person making $100,000 is going to see a $1,000 cut.
Thus there is no way that a tax cut is not going to favor those that are making more, and thus pay more.
