Every lightbulb used in a street light or parking lot light is an HPS or MH. That will never change. Incandescent light bulbs are being phased out for the CFL spiral lights. it's mostly for household domestic uses. HPS and MH will always be available for their powerful lighting abilities.
You need to think again. Where I am, the local power company is rebating manufacturing and commercial businesses to replace their lighting with T5 flourescents and LED....this includes LED replacement for parking lot and street level HID lighting. The LED replacements actually put out more usable light, usually have individual modules that can direct light to cover larger areas, and cost significantly less to run. They rebate enough to cover nearly 90% of the cost, and in some cases more. It's happing folks...HID is going the way of the dinosaur. It's not going totally away immediately, and won't be illegal, but fewer and fewer will be used, and eventually they will be selling less and less, driving up the cost to manufacture and the price. It may take 10-15 years, but HIDs are going to be used in decreasing numbers.
