This is obviously a conspiracy between Richard Lee, the corporashuns, and our Martian alien overlords, dude. There is secret language embedded in those assembly bills. I know it in my heart, dude.:fire:kiss-ass:oops:
 
Ammiano bill would regulate marijuana under Prop. 19

One of the major arguments Proposition 19 opponents make against the measure to legalize marijuana for recreational use is that the language doesn't provide details or direction on how the substance should be regulated.

Assemblyman Tom Ammiano, who has in the past authored legislation with the same aim, has introduced a bill to address the regulatory concerns.

The bill, Assembly Bill 9 6X, would create a statewide regulatory system to oversee the sale of marijuana to Californians at least 21 years old, while still allowing local governments to decide whether to allow the sale of the substance. It includes an exemption for medical marijuana.

The San Francisco Democrat said in a statement that the bill is meant to ensure the state can regulate recreational marijuana in "an effective, systematic way" if the measure passes.

"Proposition 19 is an opportunity for Californians to finally change direction after years of our failed "war on drugs" he said. "But no initiative is perfect and the devil is in the details."

A spokesman for Ammiano said he intends for lawmaker to take up the bill when lawmakers return to vote on the budget. If the legislation is approved before Nov. 2, the changes would only take effect if Proposition 19 passes, he said.

This bill is proposed and not passed so to say "vote for this shotty bill so we can possibly change it but the only way we can possibly change it is to pass it" is a reach at best. There is no guarantee the assembly bill will pass in order to fix the train wreck which is prop 19. If the ABX6 9 doesn't pass we are left with a mess of a bill.

not as dire as you want to paint it. if abx6 9 doesn't make it through this time a different version will. Ammiano even has a legalization bill drafted for if 19 doesn't pass...nothing to worry about, we will have legalization in california one way or another :)

You are right, there HAS to be legislation that actually implements P19 if it passes, just like there was implementing legislation for P215.

I would like to point out a substantial difference between a senate bill that legalizes MJ and a voter initiative, though. If the CA legislature legalizes MJ the feds will threaten all sorts of blackmail to force CA to comply with federal law, and their threats will be effective because the legislature has the power to amend their own bills. If P19 passes, the feds will again threaten but their threats will be ineffective because the CA legislature will be unable to change the effects of P19, except to liberalize it. THAT is the great thing about a constitutional amendment. Our politicians are spineless whores (no insult to whores intended) that must be forced to do the right thing.

I agree.

It seems as though this thread is being ignored by those against 19....maybe it is because it gives them no reasons to be against 19 anymore???
I guess you don't realize that this bill is not prop 19 and is not being voted on and will not automaticaly go into effect
