BigBuddhaSeeds Says illegal to ship seeds from UK to Canada :/. Someone verify please

Today I emailed Big Buddha to see if I can become a distributor in Canada, but he emailed back this -

Thanks for the email but as you may know, being a UK based company it is actually illegal for​

SO, has something changed with the law? Or is BBS wrong? This is not to bash Big Buddha in any way at all, I am just curious if this is true because I am looking at starting a shop here in Canada..

Any info would be greatly appreciated!
