Yes, you can clone from a flowering plant. try to take cuts from lower on the plant that dont have alot of bud mass to support. that will help it root faster and increase the chances it will make it.

The time it will take to Re-veg it there is no point re-vegging flowering plants/clones can take up to 3 4 weeks

revegging clones taken from flowering plants is called monstercropping. I am currently revegging three clones taken at 21 days of flower. yeah it takes 3/4 weeks to reveg but that's the same as regular clones in my experience. The boon for this technique is that it will produce monster buds :) Well I can't say that for a fact cause i'm still experimenting but i've seen pics..the plants reminded me of the minora candelabras.

I would only clone a flowering plant in an emergency if say I lost the mother or decided the flowering plant would make a good mother.
From what I have read, doing this or just plain revegging a plant is too time consuming and risky do to genetic variations.

The point to doing it is to preserve genetics from a plant that's in flowering.

Of course its slower to get back to vegetative growth with a clone from a flowering plant compared to a clone taken from one already in vegetative growth.

But getting clones this way is still WAY faster than waiting for the flowering plant to finish flowering, THEN re-vegging it, THEN taking the clones!

In terms of re-vegging flowering plants, what happens is that every bud site turns into its own branch. Yes, it definitely can be done, but if you want to re-flower the same plant again, you have to be very careful with pruning, otherwise you'll end up with a plant with a hundred small "popcorn" buds, instead of a few big colas.

24/7 grow spectrum lights for 1-2 months or more for a harvested plant with leaf sets left on stalk. You can reflower with reduced yield.I just take clones b4 12/12 so no fuss no muss.
