i think upon reflection that the seeds will definitely be regular male/female seeds but you should get a greater amount of females due to the hormones present. this could be well worth keeping for breeding

If you get success with whatever silver then that silver is pure enough.. I've also read that excess copper can have a similar impeding effect on the ethylene pathways that ionic silver can..
Silver nitrate and silver thiosulfate have also been successful for this.. The reason why health-food colloidal silver isn't the best is the fact that that stuff focuses on making a less ionic 'colloid', where rather than charged silver ions there is alot of clusters of silver atoms in non-charged elemental form 'suspended', not 'dissolved'.. Drinking pure ionic silver wouldn't have the same effect as elemental silver.. The vast majority would just get tied up with HCl as silver chloride..
A general point with electrolysis is that positively charged metal ions come from the anode (positive electrode).. Aside from ordinary dissolving, only generic electrons are liberated from the cathode.. So if you only have 1 piece of silver, you should be able to get away with a stainless steel negative terminal..
Given recipes I have seen for various solutions on the net, purity isn't too much of an issue with this.. Most of the salt based preps would have atleast as many impurities as they would silver ions
