My best educated guess would suggest too high humidity

I had to much Humidity in the 1st 3 weeks of flowering like 80% , but for several weeks been 60%

Just by looking at it I get the impression that wouldn't get me high. I've never copped a buzz from premature larf, I've tried sampling it in the past and it never provides any sort accurate reference as to end product. It's like wondering what your jelly is going to be like by sampling the grapes. It's gonna be sort of like that but not really.
Also even bomb weed won't really get you high straight off the plant, again I've tried... It has to be dried to get you high, and it has to be cured to bring our flavor/smell/terps.

Let the plant finish and mature. You are not even close to the sample window. It will get you hi...if you let it finish.
The dry and cure is hard to get correct. And you only get 1 shot at it. So make sure you have your ducks in a row before harvest.

Weed should get you high every time. Finish growing it and then try it.

How? This is your problem (other than the pot simply not being ready).
Try putting it in a vape and pulling on it at 230C or so until you can taste the burning, then put the vaped weed in a pipe and smoke it. Guaranteed method, usually gets me higher (psychedelic wise, not stoned) than smoking the cured weed.

Are you using a pipe or rolling papers to smoke it? I've noticed some rolling papers somehow cancel out the high.

Ever tried to consume ANYTHING unripe? Apple, orange, raspberries... Nothing like the end product when still growing, deductive reasoning says cannabis...is the same way. Your lack of effect is all the proof you should need. Also, Fuck any timeline you were given, she will be done when she's done. Cutting early will lead to discouraging disappointment. Patience is a grower's best friend.

Have you ever heard of the "placebo affect"? I used to know a guy that could smoke lawnmower clippings and claim he was high from the placebo affect

Both way too soon. Lower is obviously closer. Don’t get impatient. They do most weight packing the last couple of weeks. Get a headache sampling either.
Upper plant does not need any more nitrogen for a while. Quite a while.
