Good question...I actually veg under a 4 x 48" T5HO fixture. I find the T5HO great for vegging, as you dont have to have your plants right up to the light to keep them tight and not too stretchy.

Is this a trick question? First cfls contain MERCURY, whether they break in your house, or in the dump, they are TOXIC. Really good A19 household led bulbs (like Cree) are vastly superior, plus no mercury.
Now, not all LEDs are created equal. Most china-made are crap! Also, R/B diodes is NOT necessary.
Here are my 2 clones under ~ 230 led watts of WHITE diodes; 3500 + 5000< these used throughout veg > added once buds developed + 3000K, now ~ 3 weeks into flower

hey kineboisin, where did you get that Z7 again? what are the cbd level for this strain?
highness, LEDs and CFLs are not in the same league! LEDs will outdo any CFLs setup for vegging and definitely for flowering

The Z7 came directly from Shantibaba, but I believe its a collaboration between he and others, as it was one of the precursors to what now is the CBD-Crew, so I believe he's working with Jaime from Resin, and perhaps others.
These last two phenos I've got are the last from my lone pack of Z7, I won in auction. Not sure if the strain will be ever released again. I sure hope so.
My pack chucked about 50% of the phenos being CBD-rich, in ratios from just under 1:1, all the way up to roughly 3:2 (CBD:THC), with some in the mid teens% CBD and around 10% THC.
The two phenos I have left are, sadly, not the best of the pack I grew out, but I had to let those mothers die when I moved across the country. The tastes were pretty incredible! The THC-dom phenos were pretty impressive themselves, and had a lingering orange peel taste/smell. The CBD-dom ones had a fruity/candy taste/smell to them, grew bigger flowers...also a very unique flavour profile.
