Would it be possible to use something like these 5050 5 meter LED strips in a 2x2 cabinet ? I was able to find them on DhGate for only like $1.15 for 5 meter strips. My idea was to mount the strips all along the walls and ceiling of the grow cabinet to provide excellent light penetration but I'm unsure of how well these strips will deliver in terms of wattage. I was going to do half soft white and half bright white for a decent balance of spectrum, is this optimal?

You can do it that way. Or you can add a second driver for color control.

It really depends on what Lm/w you get and at what amps,volts. They might be utter shite at that price.

They'll give you a more uniform light output than Cobs. But you may find cobs deliver more output. Depending on what your budget is. And what you can get in your area.

You want higher lm/w output look for mid power led strips either hard or flexible
