Neem oil banned in Canada (it seems). Dormant oil good enough?

Hi it seems like Neem oil is banned in Canada (banned as an insecticide...you can still buy neem and karanja cake).
In order to help fend of bad bugs in my outdoor grow does dormant oil cut it? I have piles of that (for spraying my fruit trees).

I think dormant oil and horticultural oil are the same thing and both are different than neem oil somehow.

Just order some from Amazon US (or somewhere else in the US). Right at the beginning of the holidemic I ordered an 8-ounce concentrate bottle of pure Neem oil for $11. Took a couple of weeks to arrive, but you will get it.

It can still be had in Canada, but for external skin application only IIRC.

Is horticultural oil (the petroleum based one) safe during veg? Meaning will it affect the buds in any way once they start flowering?

So if something is banned in Canada you can still buy it on Amazon U.S and it will come to Canada?

Never had any issues finding neem oil in Canada. I've seen it in local shops and ordered it online around 2-3months ago? It might not be advertised as insecticide, just as skin care products maybe, but any cold pressed pure neem oil works.

Horticultural oil is safe in veg...it works the same way neem oil does by smothering insects/powdery mildew. I use stylet oil/neem oil interchangeably in my garden any time I have PM on my veggies.

It seems neem is only banned in garden centers because it has never been registered as a pesticide. I'm sure you could find it being sold in like an essential oil supply store, they even sell it in health food stores.
