There is an interesting nuance here about world banking and debt. The most important thing to stability is who owns and cares for the debt.
This is why the we pick the winners in the 3rd world if we can or have the balls. Who can shoulder the debt with responsibility?
Just like the Numbers Racket, illegal lotto, if the Boss can't manage the debt and pay the winners, he goes down, to the Boss that can.
If he is too stupid to lay off the Sports book, to hedge, he will go down. He can't manage the debt. Someone else can.
In this situation, NO ONE else can manage this sized debt. There is no other Boss. Everyone but the Hate America crowd understands this.
