Moving and new place has no good spot outside for my girls. I am 3 weeks into flower, can I finish them under 2700 CFL's inside.

yes you can. Watch out if you have a grow going inside would suck to have some pests (spider mites,fungus gnats, etc.) come in with the plant. Aside from that issue I see no reason you cant. Unless they are in the ground may be an issue
