In January 2011, the Department approved eighteen compassion center applications for review. A technical review committee evaluated and scored each application using criteria specified in the Medical Marijuana Act. The Department also received public input on the applications at a public hearing and by email and mail. The review process led the Department to approve three qualified applicants for registration as a compassion center:

- Greenleaf Compassionate Care Center Inc.
- Summit Medical Compassion Center
- The Thomas C. Slater Compassion Center
