Yes it does, different dogs are physically different.Well i have put the dog through the exact training methods as the drug dog trainers and have a very close friend that trains drug dog professionally and he has helped me out with the training and has seen my little dog in action and even he has said that he is as good as his dogs it doesn't matter whether the dog is a german shepard or a sausage dog as long as it loves to play with there ball or preferred toy it can easily be trained to find drugs or anything for that matter the main reason why customs use spaniels is that they love to play fetch and as they find the contraband they get rewarded with there ball, I have even put and 8th of hash in an unmounted petrol tank wrapped several times and put in there with 2 gallons of fuel in there and still found it straight away,
i agree that plastic is not a solid but if it vacuum packed it is air tight and that done several times over it will take a good while for the microscopic particles to escape hopefully in this time it would of made it through customs
