Staring a Grow Closet. Need Light Experts!

Hello everyone.
Due to the extreme heat and summer turning on its blast furnace here in TX. I’ve decided to start a grow closet. I grow ONLY for personal, medicinal use.
I have done my studies on mediums, PH, etc.
But there are so many light options and hard to find for my specific needs.
Closet Specs:
40inL x 28inW x 48inH...can knock out next shelf to add another 16inches oh Height.
My question...
What Lighting should I use? Since I have family in the house, I am limited to ONLY One plant at a time!
What light/light kit would yall recommend for One plant in this closet, that could get me from seedling to flower?

If you want good lighting that won't break the bank, maybe a Mars Hydro TSW 1000? I have the TSW 2000, but that's probably a little beefy for your grow space, although I'm sure it could work.
