Isn't that the place where we give military officers from other nations some training here in The States?

These other nations are from central and south America.

I don't see what this has to do with the Monroe Doctrine, which pretty much states that we will act on any European nation that tries to expand their empire here in the new world.

Before the Roosevelt Corollary, WHINSEC wouldn't have been allowed. But the first bastardization of the Monroe Doctrine was by Polk. The original intent of James Monroe was for us to be non-interventionist. That sure didn't last long.

What would make a civilization great in your eyes?

The vikings were free at any time to challenge their leader. You would seem to appreciate this. But they didn't really help to accelerate the development of mankind. Instead they brought Europe crashing back down right when it seemed she might have been putting back together the pieces shattered by the fall of Rome.
If a person has a "leader" that they can not challenge or freely and peacefully disassociate from, their "leader" is a master.

Equating freedom with stifling mankind is an interesting, but false assumption you have made.

You must like to watch westerns.

The only time I can think of in anywhere recent times there has been a hint of civilization without government is the old west.

There were bars, brothels, cattle, guns, and money. But very little in the way of law and order. The vast majority of the folks who lived that existence petitioned endlessly to be recognized as a state so they could start enacting laws and get some order.

As bad as they can be at times, the police state as it exists in America, is no where near as bad as the roaming bands of outlaws and predators looking for an easy mark.

The Man With No Name trilogy is awesome. Akira Kurosawa was a bitch, and just jealous he didn't figure out Sergio Leon's directing style first.

The wild west wasn't really as wild as people think. The legends are bigger than life, but overall the old west had less crime than most modern cities do today.

Yeah, there is only one actual gun duel on record. I'm not taking shootouts, like OK Corral.

Yep, Wild Bill won that with a Colt Navy pattern .32 cal black powder revolver, he religiously reloaded every day. Wasn't the distance about 70 feet? Hell of shot.

Over a pocket watch Bill lost at Poker.

The wild west wasn't really as wild as people think. The legends are bigger than life, but overall the old west had less crime than most modern cities do today.
It's really hard to know how much crime there was when there really wasn't a way of tracking people or reporting crimes.

People think there was no justice, but they still hanged, men, women and children, if they needed it. You could not get a pass for murder, horse thieving, cattle rustling, raping white women, etc. Your little band of brothers would still hang you if they could. Bounty hunting was a privately funded affair.

There has always been frontier justice.
