I would go with the Hydro Farm @ 200 watts if available.
1 bulb for veg and 1 for flower
I'm cheap. So, I built my own reflectors and bought a 2 pack of 105 watt 6500k and 2 pack of 105 watt 2700ks. I think total cost when done was around 100 bucks.
As far as the Lotus light goes. Looks interesting. But, haven't seen much discussion on it.
CFL's give absolutely zero UV lighting, so it doesn't matter which heat rating you are using...unless of course heat is an issue. That's all the K stands for in 2700K, heat rating.
I use 14(yes 14)200W 6500K in a 5X5 area. They are all separate and fully adjustable by height individually.
If you are going to spend the money, you might as well spend the money for an HID light that will use about the same amount of electricity, but will give you more (and better quality) light. Cfl's can throw off a lot of heat too.

What I didn't mention is the fact I supplement CFL's with real sunlight during flowering. If I didn't have that luxury, I would have gone HPS to begin with b/c all those 6500K bulbs put out a TON of heat anyways. Hell I'm already running 500 actual watts of CFL, but each one is adjustable. That's the other reason I didn't go with any type of fixed unit, they limit you in some ways.
I can grow seedlings next to 4 footers with my current set-up, something that would be nearly impossible using 1 single fixed unit.
