Your lighting situation ... not so much. Light is probably THE most important component in your tent. You can make plants grow under a 100W bulb ... but they won't produce very desirable results.
Most of the sub $100 LED fixtures you see on Amazon and ebay are junk. They're made in China with shoddy, black, market components, and are not certified by any electrical testing organization. As you can see from the item you already purchased, they don't have even the most basic information about how much power they draw. Typically what they do is calculate the maximum wattage by adding up the ratings of all the LED chips. That number has nothing to do with the output of the power supply the use. @spec9 is probably spot on about the actual wattage draw at the wall.
For proper lighting in a 2x4 tent, if you can, budget at least $250+/- for a decent LED fixture (here are a 2 options that are decent)
(As it happens, Mars Hydro makes both of these)
One other thing ... plants are living things ... they need some down time. 18/6 is a great balance for vegging photos or growing autos. You'll save some money on electricity and your plants will be happier

I was with you until you stated that. It's absolutely untrue. 24/0 is a standard, widely used light cycle for the veg stage of photo period plants.
