How much force can M3 screws handle?

Have to mount my driver in a peculiar way because heat sink is a little atypical and the fins are maybe a few mm too low to mount it on its side.
It's a HLG185, 228mm long and 1.15kg heavy.
The top is going to act like a nice lever and I wonder if my screws can take it even if I hold it sideways

Edit:Would also get in the way of fans when mounted in another way
But I'll get smaller fans if the screws can't take a vertical mounting

Most I see are recommend to be set at less than 10ft/lbs....it don't take much to pop a cap

Socket head cap screws "should" be stronger than the average pan head.

Edit: that is a real flimsy design even with good fasteners. I'd recommend using round spacers (for air flow) and mount the driver over the fins using long screws.
