One Seed, Two Shoots

I am germinating my first set of seeds. This morning I checked the cups and saw that I have two plant stem growing from one seed. Have you seen this before? What should I do?

So would they be genetically identical... the same as clones? Or can you have "fraternal" rather than "identical" seed twins?
I had two quite discernibly different plants from one seed, was this last summer but lost both to gnats.

If I took photos (sure I did) they're documented possibly in the Ocean Grown thread. I think it was a Dark Helmet seed.
