AgainstI was in support of subject bill but have concerns over the wording that prohibits someone from growing there own medicine if a collective is operating in there county of residency. My father is a medical marijauna patient who is on social security. Currently he grows his own medicine at very little cost to himself. If a collective was to open in his county he would no longer be able to afford his medicine as most people would not be able to. I would see more tourists with California cards support these establishments than Nevada Patients. Currently my dad has found certain strains that help his conditions. Most collectives grow the popular strains and not what works for certain individuals. Assuming the high costs and strict guidelines they will face they are going to grow what sales fast and makes them money not what an individual patient might need. We mmj patients have been able to cultivate our own medicine for over 10 years now. AgainstWhen Senator Hutchison testified at the last Senate Finance Committee meeting on this bill, he stated that we should lose our right to grow because the Government needs to control medical marijuana "from seed to weed" or some such trite slogan. Well this is probably true with the large scale cultivators this bill creates; but we current grower patients have always been controlled from "seed to weed" by virtue of the fact that we're limited to Seven Plants. There have been no law enforcement problems with patients who have stuck within the guidelines. This is nothing more than a special interest money grab and not for the benefit us patients. AgainstI would like to express my concerns regarding Amendment 333 to SB374. The Amendment 333 would disallow patients from growing their own medicine and require patients to purchase medicine from "For- Profit" dispensaries. This will create a financial burden for many patients. It already costs a patient approximately $500.00 to obtain a medical marijuana card, many patients are not even able to afford this much less be forced to purchase medicine through a for-profit dispensaries. The bill does not expand the right of patients, to cultivate their own medicine. I know I do not have lung problems and I trust my own medicine and do not like any other persons growing methods. I am very clean/sanitary. 2) I have beautiful plants, that I actually love like my own pets. I don't have any pets. My strains where very difficult to obtain and some were very costly. I found amazing plants. I have the best. Its not fair to take them away from me. 3) I have spent money on education. It took years of networking and reading to learn to grow. 4) I believe you guys need to learn more about the subject before you change it. An ounce is more like $140.00. $250.00 - $600.00 is absurd. No weed is good enough to be $600.00/oz. 5) This bill will take hydroponics shops out of business. 6) You are not going to be guaranteed to get all of the application fees if people cant grow our own. We are very picky people. I want my own. 7) Different plants have different affects, for example, some strains make you hungry, some do not. Some make you get to sleep, some do not. Some make you have no pain, some do not. I have the varieties I need, for my specific ailments. That information is not always easily available. I had to research this, and I was very lucky I found someone who wasn't too paranoid to talk to me. The strains in the dispensaries may not be able to be researched easily or wont work for my ailments. Or mine may not be available.
These plants are very needy. It would be difficult to get growing operations going in bulk. They need a great deal of attention. Who is going to grow for the dispensaries ? ForI have been a resident of Las Vegas, Nevada since 1996. I think the medical marijuana business could improve our current local economic situation. I really feel as though even recreational use of the drug is of the most benign victimless non-violent crimes. I see the effects of the illegality of marijuana resulting in gang violence and proliferation of those in this lifestyle benefitting financially from its sale while generating no tax revenue for the state. I think this should be stopped or lessened by allowing the sale of marijuana at state-licensed dispensiaries. I am furthermore concerned with the current intended requirement of dispensaries needing a bank account with $150k to start a medical marijuana business. I think this will exclude locals from starting businesses, inviting operators from other states and driving up prices of product such that encourages further illegitimate, unregulated, and illegal sales of the drug. ForDear esteemed legislators, As a state registered medical cannabis patient in the great land of Nevada, I have a massive obligation to tell you the truth: With full and complete confidence and honesty, I can tell you that it was much cheaper and far easier to get cannabis while under-aged and attending high school in Nevada. This is a critical problem in our system, where the black market is feeding our children with distractions and unnecessary bad habits. As a high school student I had about 20 kid-contacts in my phone who were all dealing cannabis. I could go through the list and call them any hour of the day (before school, during school, after school, before work, at work, after work, etc). They would use fast food restaurants as meet up points, because that is where everyone worked. But if we ever wanted alcohol, that was a different story. We would need to find an adult of at least 21 years of age willing to go into a store, present their ID, and directly break the law for us. This service was never made available. I did not try alcohol until attending college. But I was already an experienced journeyman puffer by that time, so I didn't bother drinking much. Life went on.. After school was done, the cannabis dried up. As an adult, I barely have proper access for medical needs, while my spine quickly deteriorates and my bones dislocate. I only have one contact, one price, no competition, and no negotiation room. I can not measure the level of cannabinoid content in my herb, and I can not ensure it is purely organic without contaminants. It is insufficient for the state to ask me to grow my own...as it would impede on the rights of my house mate, land lord, and neighbors. I feel it would be inappropriate for anyone in the legislature to deny our constitutional rights promised over 13 years ago: safe medical access, because right now, HIGH SCHOOL STUDENTS HAVE BETTER ACCESS than registered patients. Doctors have blindly told my mother and I that it was this or it was that, and gave him high doses of pain medication to dull the constant pain. After years of medication abuse we turned to cannabis. Since then my brother hasn't actually been healed but has had a hell of a better life. Better opportunities to engage in his surroundings rather than being trapped inside his pain. AgainstPlease look at what the so-call non-profit dispensaries authorization has done for California. Pot-growing has become a really big business in California. People are growing it in all unimaginable places, often making neighborhoods unsafe due to the criminal element involved, and I doubt very much that the State is getting even an eighth of their dreamed of tax income. People who claim to need medical marijuana can find a way to get it without our leagalizing dispensaries, as they have proven over the years since Nevada said medical marijuana was okay. I see no reason to make it "easy" to obtain. If they were truly in need, there are pills available that have the same effect. Let's be honest about its use and the subsequent consequences of this bill. We must learn from others mistakes to avoid making them ourselves. Please vote NO on this bill.Mar-30-2013

ForThree years ago the city of Las Vegas alone had more than 90 operating dispensaries because for twelve years the state failed to provide a voter-approved, viable structure for regulating them, and citizens were sick and tired of legislative apathy and cowardice. Trust in local law enforcement was then annihilated by state officials kowtowing to DEA and federal intervention at every possible "opportunity". I moved to Nevada in 2005, extremely impressed with the "Battle-Born State" moniker. It's been the battle worn state in the time I've been here to the point that judges dismiss cases citing the absurdity and impossibility of implementing a working system with existing law. I've used cannabis for pain management since a spinal injury in 1994, over half my life. The first trip to a Nevada dispensary was also the first time in my adult years I ever set foot outside my own front door and believed I was anyplace resembling a place of Hope or Promise, and it was definitely the first time I considered the "land of the free" to be more than an empty promise offered to children by posturing liars. Maybe a taste of that was found in Arizona's dispensaries, who knows what's going on in a state with cannabis laws twelve years younger than our own where the governor sued to keep Arizona's cannabis laws as voted by its citizens from being implemented. It is transparently opaque to me the "common bond" that drew Nevada legislators to choose Arizona as a place with dispensaries worth visiting; its officials are as excited to serve the will of their citizens as Nevada's have demonstrated themselves to be for twelve years now. Nevada legislature, do what your predecessors have failed to do and respect the voice of your constituency.Mar-29-2013
ForThe bill is pretty good in its raw form but still is missing a few things to make right so we are not looking to ammend the ammendant in 2 more years. keeping green jobs in Navada, dispensary owners need to have at least a 2 year resident and the $150,000 in liquid assets is unpresidented in all other medical states, this fee makes this new industry only open to big companys to move in and open up and not the mom & pops that have been leading the fight for this change for the last decade, also the 2.5 ounces is nice increase but puts patients in the same bad spot when the harvest, a plant will yield more than that at harvest, closer to 10 to 12 ounces, Patients should be able to sell their overages of tested marijuana to dispensaries for compensation as their are many cost in the cultivation of medical marijuanaMar-28-2013

ForAny changes to the present medical marijuana laws would be great, as long as they were for the benefit of the patient. We The People of Nevada do not support this bill in its entirety. Not For Profit??? This business should be regulated the same as liquor stores, pharmacies, smoke shops, etc. $150,000 in liquid assets??? This eliminates many who are qualified and capable of running a dispensary. $500 for a dispensary agent registration card??? It should be the same as the medical marijuana patients registration card. Give meds to pharmacies without compensation??? The patient or caregiver should be reimbursed for their time and costs. The pharmacy is to regulate the amount of meds to be dispensed to a patient??? This should be the doctors decision. Two and one-half ounces in any one 14 day period. Again, this should be the doctors decision. Many patients prefer edibles over smoking their meds. It takes a lot more meds to make edibles. ALSO, any and all medical marijuana bills should include cooperatives and collectives and, caregivers should be allowed to have multiple patients. AgainstThank you Senate Judiciary Committee for your service. I do not support this bill because it calls for all information to be sent to the Federal Government. This is a State issue & Nevadans should not be required to send information to the Feds. The extremely high requirement for assets of $150,000 discriminates against a majority of the public. Many non-profits have very limited funds & raise money through donations from the public & other groups. Arizona may not be the best state to emulate on this- considering its terrible immigration laws of the recent past. Nevada doesn't need to follow other states, it needs to lead. AgainstThe system for obtaining authorization for medical marijuana use is too easily "gamed". In California it's a joke. Anyone with an "ache" or inability to sleep can get a card. ForConsidering how many drugs we all take for our illnesses, Cannabis is much easier on the organs of the body, and minimal side effects. Cannabis provides people with comfort. I'm for folks having whatever it takes to make them comfortable if they can't be, for any reason. I have AIDS and related conditions. My anti viral and other medications make life a challenge much of the time and a little cannabis gives me that bit of comfort that makes it easier to get on with life. ForAfter reading the bill I am split, $150,000 in liquid assets JUST to open? 1 for every 10 pharmacies in a lottery system only open 10 days a year to submit? What happened to freedom of trade? Nonprofit but not in compliance with chapter 82 of the NRS? Patients who grow their own can only GIVE their extra to dispensaries can't SELL it? Only allowed 2.5 ounces in 14 days? Takes a POUND to make Rick Simpson Oil for cancer. $9500 in fees to start yet a pharmacy only pays $4900? What!?! You just want rich people to be able to own one? ForMore than a decade ago, the citizens of Nevada voted to legalize the possession and use of marijuana for medical purposes by a 64% majority. At that time, the legislature was tasked with the creation of regulations to allow for the safe acquisition of this medicine. The legislature has not acted on this issue in all of that time. Even though the state says a patient can legally possess marijuana, there is still no legal way to purchase it. AgainstCrude marijuana does not meet the standards of modern medicine. There is no standardized composition or dosage; no appropriate prescribing information; no quality control; no accountability for the product; no safety regulations; no way to measure its effectiveness (besides anecdotal stories); and no insurance coverage. Simply having access without having safety, efficacy, and adequate use information does not serve the interest of public health and exposes patients to unsafe and ineffective drug products. Marijuana is a Schedule I drug for which doctors have inadequate information to recommend its use and it cannot be legally prescribed or dispensed like an FDA approved drug. This bill sanctions a network of drug trafficking which will increase marijuana use and drug related crime in Nevada. Furthermore, the United States Supreme Court has already made it clear that it is unlawful to manufacture, distribute, or dispense marijuana for claimed "medical" use, even in those states that have enacted laws purporting to make such activities permissible. As such permitting these activities will only invite federal scrutiny without protecting the parties involved from criminal/civil liability. This bill is bad for Nevada.Mar-20-2013
