I use a couple 300 watt Mars Hydro LEDs to veg out small plants. I usually put up to a dozen or so under them at a time depending on my plant situation. I've had as many as 20 going under them before though and they did just fine. I just like to keep it at around a dozen for more airflow inside my cabinet. Right now I only have a couple going as I prepare for my inside winter grow.

I would definitely think so but I'm no LED expert. These are pretty much bottom of the barrel LED's ($65 a piece on ebay) but they've gotten the job done for me as far as vegging goes. For only getting plants to a foot tall you might even be able to get away with just using one of these.

Okay thanks alot bud I might get 2 to see how they work just really want to start them indoor so they get a JumpStart I'm sure that they will grow they will grow with a regular light I seen people do it lmfao so I'm sure that a 300 watt led will do fine
