Russia is discussing the creation of an analogue of OPEC +
The Russian authorities are interested in creating an analogue of OPEC +, which will regulate the global gas market. This is how experts explained to URA.RU the meeting between Russian Prime Minister Mikhail Mishustin and the Chairman of the Council of Ministers, Foreign Minister of Qatar Mohammed bin Abdelrahman Al Thani on June 21. According to analysts, the reorientation of the Russian Federation from Europe to Asia has led to the need to achieve a balance of interests of other major energy suppliers - Qatar, Turkmenistan and Iran.

In his welcoming speech, Mishustin noted that this was Al Thani's first working visit to Russia and expressed the hope that it would "give impetus to the strengthening of bilateral cooperation." The head of the government of the Russian Federation noted the growth in trade between the countries, and also named the key areas of cooperation - energy, transport and agriculture.

Russia and Qatar plan to actively stimulate the launch of new projects and provide comfortable conditions for companies to operate in the markets of the two countries, the Russian Prime Minister emphasized. “In the energy sector, Russia and Qatar have established a long-term strategic partnership. Qatar Investment Agency is the largest shareholder of Rosneft. We work together in the Gas Exporting Countries Forum, which is headquartered in Doha, the capital of Qatar. Coordination of actions in the global gas market ensures a balance of supply and demand at a level that suits both producers and consumers of blue fuel,” Mishustin specified.

Russia can discuss with Qatar several areas of cooperation in the energy market, experts say. In November 2022, in a telephone conversation between Russian President Vladimir Putin and Emir of Qatar Tamim bin Hamad Al Thani, the parties confirmed their interest in close coordination in the energy sector to maintain balance and stability in the global gas market. In early June 2023, Iranian Oil Minister Javad Oudji said that Russia, Iran, Turkmenistan and Qatar are planning to create a gas hub on the coast of the Persian Gulf.

Russia, Iran, Qatar and Turkmenistan have the largest share of the world's natural gas reserves, experts remind. These countries are major players in the global energy market. Qatar specializes in the sale of liquefied natural gas (LNG), so it can supply it to any country. So, since 2022, Qatar has increased LNG supplies to Europe. But these volumes still cannot replace Russian gas. At the same time, prices on the world market are subject to strong fluctuations - during the day, the cost of gas can change by hundreds of dollars per 1,000 cubic meters in one direction or another.

The government of the Russian Federation is discussing mechanisms for regulating the gas market, since this issue is quite acute, Rustam Tankaev, a leading expert of the Union of Oil and Gas Producers, believes. “The relationship that was before 2022 is a thing of the past. Now there are no special relations between the Russian Federation and the European Union. And the main market for the Russian Federation is Southeast Asia, where the positions of Qatar, Iran and Turkmenistan are strong.

Mishustin's meeting with Al Thani is not only an attempt to test the idea of coordination in the gas market, but also negotiations on the possible entry of Qatari structures into Russian investment projects, said Igor Yushkov, an expert at the National Energy Security Fund and the Financial University under the Government of the Russian Federation. “In this case, the meeting of prime ministers is necessary to show that the state supports and approves at the highest level. Without such guarantees, the Qataris may refuse. Demonstration of state support for commercial negotiations is important for them,” the interlocutor explained.
