I would go with the laws of good sense on this one, 24/0 is always better for veg and real sunlight to finish them is the perfect combo in my experience. just make sure you transplant up if they slow grow before the size you want is reached or start in a good sized pot ie. 5 gallon

I had a terrible summer, heat was too much and I think I should have given dynagro Protekt, that's my plan for this summer. It's supposed to be a very good supply of silica which is for strengthening the plants cells and this will give it resistance to heat.
