I live in a climate almost identical to yours and run my indoor lights at night during the summer. Outdoors I've had some success but it won't be very pretty herb I'll promise you that. The number one tip I can give is get some shade cloth, it lets some light through but provides a much cooler leaf temperature. Get that shit covering your plant(s) so that they are shaded during the hottest part of the day but allow them some direct sunlight if possible in the morning and evening. As the guy above said you should expect to water A LOT, also don't use black pots as they retain heat. I dug a fairly large hole in my backyard and filled it with some good soil so the roots could benefit from the coolness and insulation of the earth.
